Finacial Management is a great responsibility.
At school one student was asked what the difference was between a
plan and a budget.
His reply:  A plan is what we want to do
and a budget is why we can't.

Countries who learn this are kept free. Countries who don't
 know this are bought and sold and the people have no
choice in the matter.
